Illinois Income Tax Forms Rates & Services

All Illinois residents must file an income tax return, if:

  • you filed a federal income tax return electronically or by paper; or
  • you were not required to file a federal income tax return, but your Illinois base income is greater than your Illinois exemption allowance.

An Illinois resident, who worked in Iowa, Kentucky, Michigan, or Wisconsin, must include as Illinois income any earnings you received from an employer in these states. If your employer withheld that state’s tax from your compensation, you may claim a refund of that state’s tax withheld by filing the correct form with that state. You may not claim tax withheld by an employer in these states as a credit on your Illinois taxes.

Illinois residents who are parents or legal guardians may claim a credit for qualifying K-12 expenses for the education of their student (or students). You may be allowed 25% of your family's qualifying K-12 education expenses in excess of $250. Your total credit shall not exceed $500 in any year, regardless of the number of qualifying students.

Illinois does not tax distributions received from:

  • qualified employee benefit plans, including 401(K) plans
  • an Individual Retirement Account, (IRA) or a self-employed retirement plan
  • a traditional IRA that has been converted to a Roth IRA
  • the redemption of U.S. retirement bonds
  • state and local government deferred compensation plans
  • a government retirement or government disability plan, including military plans
  • railroad retirement income
  • retirement payments to retired partners
  • a lump sum distribution of appreciated employer securities, and
  • federally taxed portion of Social Security benefits.
